Rules and Procedures

Barnes Hall is a great place to live while attending BYU-Idaho. As you follow the rules and guidelines set up to help you, I promise you will find safety and peace. Please read the following and post a comment with your name and apartment number so I know you have read this.

I am Shannon Neibaur, your head resident. I am here to help you in whatever way I can. My office hours are Monday through Friday 10 a.m. to 1 p.m. during those hours, I am available for you. If you happen to need something after those hours, please wait, unless it's an emergency - "fire, flood, or blood". Please feel free to email me: neibaurs@byui.edu at any time. Barnes Hall is a part of BYU-Idaho housing. Our standards are high in all aspects: cleanliness and order of how an apartment is kept, and the standards of our students is high. Student Honor and "For the Strength of Youth" are guidelines that we follow. Please feel free to refer to them at any time. As promised, when we follow these guidelines, we will be blessed.

Safety here in Rexburg is often taken for granted, but unfortunately, bad things do happen. Do not go anywhere alone with people you do not know. Tell your roommates when you are going on a date, with whom you are going, and about when you will be back. Don’t walk by yourself after dark. Be smart!

Curfew here at BYU-Idaho is midnight Saturday-Thursday and 1:00 a.m. on Fridays. Curfew means you need to be home in your own apartment. Male visitors need to leave no later than 11:50 p.m. (12:50 a.m. on Fridays) so that they can make their curfew as well. The gates are locked at curfew for your safety. Please do not climb the gates or walls if you are locked out.

Quiet hours are not just a Barnes Hall rule, but a Rexburg city ordinance. Please be respectful of quiet hours which are Monday-Saturday, 10:00 p.m.–8:00 a.m., and all day Sunday. Quiet hours apply not only outside, but also while in your apartments or in the lounge as well. Noise carries far in our courtyard and the walls between us are thin.

The way you dress is a reflection of what you are on the inside. Your dress and grooming sends a message about you to others and influences the way you and others act. Never lower your dress standards for any occasion. Modesty must be maintained in the courtyard, lounges, and yes, even your apartment at all times. Be respectful to male visitors or maintenance crew workers and cover your body. No tank tops, boxers, cheerleading shorts, bathing suits, or anything else that is immodest attire. In the summer, if you want to lay out in the courtyard, you still must be modest (wear knee-length shorts and shirts with sleeves). Remember to keep your curtains and blinds closed when you are changing. Flip flops and knee-length shorts are okay in the courtyard, lounges, and your aparment.

Visitors of the opposite sex are welcome to come in the apartments and courtyard starting at precisely noon and must be out no later than ten minutes before curfew. When males are visiting, please make sure that there are always at least 3 people in the apartment, that your blinds are kept up (not just open, but UP) in the kitchen and living room, and that the lights are on. Boys are never allowed back in your bedrooms. We have a rule, "Four on the floor", that means, all feet need to be on the floor when you are sitting on the couch. This prevents you from laying by or on each other.

Overnight female guests are also welcome here under the following circumstances: You must get approval from all your roommates, you must post a comment on the blog under ‘Overnight Guest Check-In’, your guest may stay for a maximum of 3 nights, and no guests are allowed during the week of check-ins or finals week. Your guest is also expected to abide by BYU-I standards.

Overnight passes are required anytime you are sleeping somewhere other than your apartment (i.e. you go home for the weekend). In case of an emergency, I am responsible to know where you are staying. Please post a comment on the blog under ‘Overnight Checkouts’. This information won't be seen by anyone else. I delete it from the blog before it is published. You also need to send me an email when you get back so I know you are safe.

Each of you has been assigned an apartment key and a mail key from the housing office. It is forbidden to duplicate these keys. Please take your keys with you everywhere you go so you do not get locked out of your apartment. If you do get locked out, I am available to let you in only during my office hours. Otherwise, feel free to wait in the lounge until a roommate gets home. Do not remove screens or you will be charged for damages.

Mail and packages will be put out each day by 11:00 a.m. USPS and UPS packages are usually delivered to the dorm lounge and will be left on top of the mailboxes for you to pick up. If you don’t see it, I haven’t received it. Any package that requires a signature will be delivered to the ASB (Auxillary Services Building) and you will receive an email from the department of Stores and Receiving letting you know you may pick it up. You may contact them if you have questions at Ext. 2326 or when calling from your cell (208) 496-2326.

You are required to maintain order and cleanliness in your apartment. Clean checks will be done weekly on Wednesdays at 8 p.m. I will also post a clean check special each week that you are required to complete. Specials focus on one specific thing to clean and must be done "white glove clean". These specials are to help prepare you for white glove at the end of the semester. Except for the first one, you are not required to be home for these weekly clean checks. You cannot pass a clean check if you do not do the special of the week. If you get three 100%s in a row, then your apartment will get treats. However, if you fail more than two clean checks, your apartment will be required to white glove clean your whole apartment within 24 hours. This is not fun - so please do not push your luck!

If you have a maintenance service request, please leave a comment on the blog under the ‘Maintenance Service Request’ post. Make sure you include your name, apt #, location, and details. The more details you provide, the faster things can be fixed. Service requests are put in daily and usually are fixed within 24-48 hours by the BYU-Idaho Maintenance crews. Please report any damages as soon as possible.

Movies and games can be checked out free of charge only during my office hours. You may check out three items at a time for a week. DVDs may be returned in the Dorm 3 mail slot at any time. Games may be returned on my desk. If you break or lose something, you are responsible to replace it.

The lounges need to be kept clean and organized. After using the lounge, please clean up after yourselves and put the furniture and remotes back where they belong. Lounges may be reserved for social gatherings on the calendar in the grey binder on my desk in the lounge. Before planning an event in the lounge, please check to see if it's reserved. This is done on a first-come-first-serive basis. Only ‘G’ and ‘PG’ movies may be watched in the lounges. PG-13 movies must be approved by Shannon during my office hours. Dorm owned movies are also okay. The lower lounge is open from 7:30 a.m. to ten minutes before curfew. This means no checking mail, getting change, using the vending machines, etc. after curfew. No lying on the couches with someone of the opposite sex--both feet need to be on the floor. Guys are not allowed in the upper lounge at all. The upper lounge will be locked if this rule is not strictly observed. The piano in the upper lounge may be used from 8:30 a.m.-10:00 p.m. No sleeping overnight in lounges.

Pets are not allowed in the dorms. Fish are okay as long as the bowl is kept clean. You are also liable for any damages.

Bikes and cars need to be registered. Bikes cannot be stored in apartments or dorm storage. Please lock them up.

No decorations or posters are allowed in areas that could cause a fire hazard, such as the ceiling or radiators. Do not use tape or try to hammer things in the wall. Only Sticky Tak, which you can get in the drawer in the lounge. Posters and decorations needs to be appropriate.

If there is a fire:
* Grab the fire extinguisher and take with you. Do not try to put the fire out, unless you have been trained by the Safety Office. (HOWEVER - if the fire is contained in a pan, put a lid on it, or a wet towell and turn the burner off. LEAVE IT ALONE UNTIL IT'S COOL TO TOUCH. Even if the fire is out, you still need to vacate your apartment and contact me immediately - I still need to be notified at any time of day).
* Evacuate the apartment (and anyone else in the apartment)
* Call 9-1-1 from the next door apartment where you are not in danger
* Contact me IMMEDIATELY!!!
* Go to 3rd South Parking Lot (North side street) or in case of incliment weather, Kerr Hall's Main Lounge. Do not put yourself in danger trying to put a fire out! Unless you're trained to use an extinguisher, do not use one. Of course, the extinguishers are there to be used when needed, but you really need to be trained first. A training session will be set up for any tenants in Barnes Hall to attend - I will email you in regards to this. A $200 fine may be assessed for tampering with fire extinguishers or alarms. As a reminder from the training you will receive, if you need to use the extinguisher located in your kitchen for an emergency situation, remember the acronym PASS. Pull the key ring, Aim at the fire, Squeeze the handles, and Sweep the bottom of the fire. If your fire alarm chirps, push the button and fill out a service request.

BYU-Idaho prohibits the use or possession of firearms, weapons, or fireworks. This includes any item that can expel a projectile or cause injury. All burning embers such as incense and open flames are prohibited.

Please keep the laundry room clean and tidy. Do not leave clothes in the laundry room. The dorm is not responsible for any damaged or stolen property in the laundry room. No boys are allowed in the laundry room.

Vacuums: Change bags as needed. Bags are located in a drawer under the mailboxes. If you are unsure on how to change bags, put in a service request and maintenance will be happy to do it for you!

Disposals: To turn on your disposal, put the metal plug in, lift a little, and turn. Run lots of water. No potato peels, rice, or melon rinds. Never use drain cleaner in the disposal.

Toilets: The toilets here get clogged easily. In order to avoid embarrassment with the maintenance guys, do not flush anything that is not water soluble down the toilet. This includes tampons, pads, baby wipes, paper towels, etc.

Dishwashers: No broken glass or popcorn seeds are to be put in the dishwashers. Do not use the dishwasher when the disposal is plugged up.

Be careful when using curling irons, electric razors, blow dryers, irons, toasters, crock pots, etc. Do not set curling irons on toilet seats or desk chairs. It melts them and cost you money to replace them.

To shut off water, in case of an emergency, turn the valve under the sink or toilet (whichever one is spilling water) to the RIGHT. Residents are responsible to clean up the mess when toilets run over and when a sink is full of dishes or waste from the disposal before maintenance arrives.

There is a $50.00 fine for going on the roof.

Please do not climb over balconies or jump off of them.
